Rheumatoid arthritis in the feet and hands?

Over the past year my toes have started to deform. The three middle toes have cocked up and seperated and now pushing against my outer toes. They hurt a lot and are slightly swollen at times. Also, my fingers ache almost constantly and are slightly stiff and sometimes swollen. My doctor has said in the past that I have inflammation in my blood, but I have yet to test positive for RA. Is it possible I could still have RA but not tested positive for the RF?
